The District is governed by a five-member Board of Trustees. At the annual April board meeting, customers in the district elect trustees to three-year terms. The Board of Trustees is charged by statute with the duty of adopting rules and regulations for the governance of the District.
The trustees hold regular meetings on the second Thursday of each month; meetings begin at 7:00 P.M. Special meetings are occasionally called to deal with specific issues; the times and dates of special meetings vary and are announced to the public. All meetings are open to the public; all meetings are held at the District’s office unless otherwise announced.
Scott E. Allen – President
Appointed June 2013, Scott E. Allen is the President of the Board. Mr. Allen is a graduate of Circleville High School and received his B.S. in Communications from Muskingham University in 1992 . Scott is currently employed by IBM and also serves on the Logan Elm School Board and the Pickaway County Historical Society. He is married to Anne and they have 2 children.
Meghan D. Wood – Vice President
Appointed February 2020, Meghan D. Wood is the Vice President of the Board. Mrs. Wood received her B. S. in Chemical Engineering from Ohio University in 2003 and her MBA from The Ohio State University in 2009. She is currently managing the family businesses, Captain Steamer Cleaning Company and J. Wood Properties. Additionally, Mrs. Wood is a lifetime member of the Ohio Quarter Horse Association. Meghan is married to Justin and they have two children, Colton and Lanae.
Marsha Griebel Graham – Secretary/Treasurer
Appointed February 2008, Marsha Griebel Graham is the Secretary/Treasurer of the Board. Ms. Graham received a BS degree in education from Morehead State University and paralegal degree from Capital Law School. Marsha has owned and operated Citizens Land Title Co. since February 1986. Citizens Land Title Co is a local real estate title insurance company issuing title insurance, handling real estate closings, providing title searches, and handling escrow. She is presently a board member of the Pickaway Progress Partnership, Circleville Planning and Zoning, and Circleville Downtown Historic Review Board. Marsha has served as a board member of the Pickaway County Visitor’s Bureau, US Bank Advisory Board, and the Pickaway County Chamber of Commerce. She is married to DJ Graham and they have two children.
Stephen L. Bower – Trustee
Appointed September 15th, 1995, Stephen L. Bower is a Trustee of the Board. Mr. Bower retired from teaching AgriScience Courses at Logan Elm High School. Steve is a member of the Farm Bureau, a cooperating teacher of Ohio State University, and a certified Hunter Education instructor. He is married to Cynthia and they have three children.
William N. Snyder – Trustee
Elected May, 12th, 1982, William N. Snyder is a Trustee of the Board. Mr. Snyder is a graduate of Donegal High School in Mt. Joy, Pennsylvania, attended Union County Technical Institute in Plainfield, N.J., and served in the U.S. Army from 1964 to 1966. Bill is retired from Thomson Multimedia. He is married to Hannelore and they have three children.
